「道具屋」－。犯罪に使われる銀行口座や携帯電話などの小道具を調達する業者を、捜査関係者はこう呼ぶ。荷物の受け取りを代行する「私設私書箱」業者もその一つで、近年、振り込め詐欺事件に悪用されるケースが目立っている。本人確認を十分に行わずに私書箱サービスを提供したとして、昨年１１月に警視庁組織犯罪対策総務課に犯罪収益移転防止法違反容疑で逮捕された東京都杉並区の男（２９）が運営する私書箱には、詐欺グループによって２億円を超えるだまし取ったカネが送られていた。あの手この手を繰り出す詐欺グループと警察当局とのいたちごっこは絶えない。（原川真太郎、太田明広）
■本人確認せず…数千円で「住所」取得

捜査関係者によると、男が運営する私設私書箱のホームページにはこんなうたい文句が並ぶ。わずか数千円で居住地とは異なるもう一つの「住所」を手に入れることができるのだ。
男は平成２１年７月ごろ、新宿区内のビルの一室を事務所として私設私書箱を設置。荷物の受け取り代行サービスなどを始めた。そこに詐取金が送られているのが確認されたのは２２年ごろ。大阪府警などによる振り込め詐欺事件の捜査の過程で発覚した。
私書箱業者は、犯罪に悪用される可能性が高い他人名義での契約を回避するため、顧客との契約時に免許証などで本人確認を行うのと同時に、契約関係書類を顧客に送付することが犯罪収益移転防止法で義務づけられている。
男が本人確認を怠っていたことが判明したため、まずは経済産業省が２３年９月、男に本人確認を徹底するよう是正命令を出した。
しかし、その後も別の架空請求詐欺事件で、男の私書箱が繰り返し使われていることが判明。経産省が事務所に立ち入り検査しようとしても男が拒否するなどしたため、警視庁に相談が寄せられたのだ。
犯罪収益移転防止法の是正命令に違反し、昨年２月に本人確認を十分に行わずに都内の５０代の男性と利用契約を締結し、サービスを提供した疑いが強まったとして、警視庁組対総務課は同法違反容疑で男を逮捕。男は略式起訴され、東京簡裁から罰金３０万円の略式命令を受けた。
■甘い本人確認…詐欺グループの「お得意様」
捜査関係者によると、是正命令違反による私設私書箱業者の摘発は全国初だという。結果的に罰金刑になったが、見過ごすわけにはいかなかった。
その後の捜査で、２１年１１月以降、３４都道府県で起きた約７０件の架空請求詐欺やオレオレ詐欺事件などの詐取金の送付先に男の私書箱が指定され、実際に約２億４６００万円が送られているのが確認された。詐取金はさらに別の私書箱などに転送されたとみられる。
詐欺グループにとっては「お得意様」だったといえる男の私書箱。その理由は本人確認の甘さにある。
男は電話で申し込みを受け付け、顧客の住所、氏名、生年月日、電話番号などを口頭で確認し、料金の振り込みと印鑑登録証明書などの本人確認書類を送付するよう指示するのみで、契約関係書類などを全く郵送していなかった。
こうしたずさんな本人確認のため、男の私書箱には多重債務者が貸し主のヤミ金融業者側に指示されて本人確認書類を送付、契約させたと思われるものが複数見つかったという。
■電話転送サービスも…詐欺に悪用を認識？
私書箱はもともと郵便局が始めたサービスだが、郵便局の場合は、一定以上の郵便物が届けられる見込みがなければ利用許可が下りず、受け取れる郵便物の種類も限定されるなど基準が厳しい。一方の私設私書箱は書留、小包、宅配便などほとんどの郵便物を受け取ることができるなど条件が緩い。
こうした匿名性や利便性に目を付けた詐欺グループが、詐取したカネの送金先として悪用するケースが後を絶たないのだ。
振り込め詐欺の捜査に携わる捜査関係者は「組織化された詐欺グループの場合、私書箱を１０カ所も２０カ所も経由させて詐取金の移転先を分からないようにしている。追跡するのも一苦労だ」とこぼす。
さらに、私設私書箱業者は私書箱サービスに加えて、どんな場所から電話をかけても東京（０３）や大阪（０６）、名古屋（０５２）の市外局番で始まる電話番号で発着信できる転送サービスなども併せて行っていることが多い。
他人名義で契約した「飛ばし」の携帯電話からうその電話をかける詐欺グループにとっては、被害者側に通知される番号が固定電話の番号になるためメリットが大きい。今回逮捕された男も、こうしたサービスを提供していたという。
ただ、「グレーゾーン」が目立つ私設私書箱も業務自体は違法ではないため、顧客が詐欺グループかどうかを業者側が把握していなければ、詐欺罪の共犯に問うことはできないのが現状だ。捜査幹部がもどかしさをこう吐露する。

「道具屋」－。犯罪に使われる銀行口座や携帯電話などの小道具を調達する業者を、捜査関係者はこう呼ぶ。荷物の受け取りを代行する「私設私書箱」業者もその一つで、近年、振り込め詐欺事件に悪用されるケースが目立っている。本人確認を十分に行わずに私書箱サービスを提供したとして、昨年１１月に警視庁組織犯罪対策総務課に犯罪収益移転防止法違反容疑で逮捕された東京都杉並区の男（２９）が運営する私書箱には、詐欺グループによって２億円を超えるだまし取ったカネが送られていた。あの手この手を繰り出す詐欺グループと警察当局とのいたちごっこは絶えない。（原川真太郎、太田明広）
■本人確認せず…数千円で「住所」取得

捜査関係者によると、男が運営する私設私書箱のホームページにはこんなうたい文句が並ぶ。わずか数千円で居住地とは異なるもう一つの「住所」を手に入れることができるのだ。
男は平成２１年７月ごろ、新宿区内のビルの一室を事務所として私設私書箱を設置。荷物の受け取り代行サービスなどを始めた。そこに詐取金が送られているのが確認されたのは２２年ごろ。大阪府警などによる振り込め詐欺事件の捜査の過程で発覚した。
私書箱業者は、犯罪に悪用される可能性が高い他人名義での契約を回避するため、顧客との契約時に免許証などで本人確認を行うのと同時に、契約関係書類を顧客に送付することが犯罪収益移転防止法で義務づけられている。
男が本人確認を怠っていたことが判明したため、まずは経済産業省が２３年９月、男に本人確認を徹底するよう是正命令を出した。
しかし、その後も別の架空請求詐欺事件で、男の私書箱が繰り返し使われていることが判明。経産省が事務所に立ち入り検査しようとしても男が拒否するなどしたため、警視庁に相談が寄せられたのだ。
犯罪収益移転防止法の是正命令に違反し、昨年２月に本人確認を十分に行わずに都内の５０代の男性と利用契約を締結し、サービスを提供した疑いが強まったとして、警視庁組対総務課は同法違反容疑で男を逮捕。男は略式起訴され、東京簡裁から罰金３０万円の略式命令を受けた。
■甘い本人確認…詐欺グループの「お得意様」
捜査関係者によると、是正命令違反による私設私書箱業者の摘発は全国初だという。結果的に罰金刑になったが、見過ごすわけにはいかなかった。
その後の捜査で、２１年１１月以降、３４都道府県で起きた約７０件の架空請求詐欺やオレオレ詐欺事件などの詐取金の送付先に男の私書箱が指定され、実際に約２億４６００万円が送られているのが確認された。詐取金はさらに別の私書箱などに転送されたとみられる。
詐欺グループにとっては「お得意様」だったといえる男の私書箱。その理由は本人確認の甘さにある。
男は電話で申し込みを受け付け、顧客の住所、氏名、生年月日、電話番号などを口頭で確認し、料金の振り込みと印鑑登録証明書などの本人確認書類を送付するよう指示するのみで、契約関係書類などを全く郵送していなかった。
こうしたずさんな本人確認のため、男の私書箱には多重債務者が貸し主のヤミ金融業者側に指示されて本人確認書類を送付、契約させたと思われるものが複数見つかったという。
■電話転送サービスも…詐欺に悪用を認識？
私書箱はもともと郵便局が始めたサービスだが、郵便局の場合は、一定以上の郵便物が届けられる見込みがなければ利用許可が下りず、受け取れる郵便物の種類も限定されるなど基準が厳しい。一方の私設私書箱は書留、小包、宅配便などほとんどの郵便物を受け取ることができるなど条件が緩い。
こうした匿名性や利便性に目を付けた詐欺グループが、詐取したカネの送金先として悪用するケースが後を絶たないのだ。
振り込め詐欺の捜査に携わる捜査関係者は「組織化された詐欺グループの場合、私書箱を１０カ所も２０カ所も経由させて詐取金の移転先を分からないようにしている。追跡するのも一苦労だ」とこぼす。
さらに、私設私書箱業者は私書箱サービスに加えて、どんな場所から電話をかけても東京（０３）や大阪（０６）、名古屋（０５２）の市外局番で始まる電話番号で発着信できる転送サービスなども併せて行っていることが多い。
他人名義で契約した「飛ばし」の携帯電話からうその電話をかける詐欺グループにとっては、被害者側に通知される番号が固定電話の番号になるためメリットが大きい。今回逮捕された男も、こうしたサービスを提供していたという。
ただ、「グレーゾーン」が目立つ私設私書箱も業務自体は違法ではないため、顧客が詐欺グループかどうかを業者側が把握していなければ、詐欺罪の共犯に問うことはできないのが現状だ。捜査幹部がもどかしさをこう吐露する。

「Noon Pacific」は、毎週月曜日の正午（米国西海岸時間）にプレイリストをメールしてくれるサービスだ。
そのプレイリストは著名な音楽ブログで紹介されたもの、らしい。
音楽の好みを聞いてくるとかそういうのはまったくないので、かなり一方通行ではある。
ただし「そこそこ流行っている音楽が聞きたいけど、自分で探すのが面倒。特に好みとかない」というものぐさな人（←自分）にはいいのではないだろうか。
これから毎週月曜日が楽しみになりそうだ。

1月5日に代々木公園野外ステージにて行なわれた＜SUPER☆GiRLS 2013年 芽吹き ～今年はチキパ、スト生も一緒だよ!! ご来場者全員とハイタッチ会～＞にて、SUPER☆GiRLSが6月11日に初の日本武道館公演を実施することが発表された。

SUPER☆GiRLS、Cheeky Parade、GEMらiDOL Street所属グループが参加し、5000人のファンが詰めかけた今回のイベント。まずはSUPER☆GiRLSが登場して「赤い情熱」と「女子力←パラダイス」を披露。寒空の下でファンの「あみたゲッチュ！」の声が響き渡れば、リーダー・八坂沙織（さおりーぬ）も「みんなの“まである”が聞きたくなった！」と、最初の挨拶で予定していなかったキャッチコピー「日本の未来にゆるさと萌え～を届けるまである」を急遽行ない、ファンとステージをひとつにした。
続くCheeky Paradeは、「まだメジャーデビューしてないから布が買えない！ みんなの応援がないと風邪引いちゃう！」などと呼びかけながら、1月9日リリースのメジャーデビュー曲「BUNBUN NINE9'」など2曲をノースリーブの衣装で元気かつ小生意気にパフォーマンス。先日結成が発表されたばかりのGEMも、オリジナル曲「Do it Do it」など2曲を披露した。
ラストには白い衣装に着替えたSUPER☆GiRLSが、デビューアルバム『超絶少女』に収録された「Be with you」以来となる小室哲哉書き下ろしの新曲「Celebration」をCheeky Parade、GEMをバックに従えて初披露。さらに会場では小室哲哉から、「みんなで盛り上がるようなイメージで、若い女性のフレッシュな感じを表現したいと思い、作った曲です。すごくプランをためていた曲なのでぜひ楽しんで欲しい」という旨のコメント映像も流されたほか、同曲を収録し、2月20日にリリースされるSUPER☆GiRLSのアルバムタイトルが『Celebration』であることも明らかに。ファンは相次ぐ発表に目を輝かせた。
そして、すべての発表が終わろうとする中で行なわれた「もうひとつ発表」。さおりーぬの口からその事実が、そして設置された大型スクリーンにそのワードが映し出される。
「SUPER☆GiRLS、今年、新しい挑戦をします！ 私たちSUPER☆GiRLS、生誕3周年を迎える6月12日の前日、6月11日に！ ついに！ ついに!! 日本武道館に挑戦します!!!」
この日、一番のどよめきと歓喜の声が湧き起こる会場。最年少・前島亜美（あみた）が言葉を続ける。
「本当にありがたいことだと思います。SUPER☆GiRLSはですね、今年、本当に挑戦の一年になってくると思います。武士道たるもの、信念を持ちましてですね、責任を持って、みなさんの夢を請け負うつもりで、毎日、私たちが夢に向かって全力全開で頑張っていきたいと思います。みなさんも私たちと一緒に夢に向かって頑張っていただければ、すごく嬉しいなと思っております。」
SUPER☆GiRLSにとって挑戦の一年。そして前半戦最大の壁となるであろう、この日本武道館公演。ライブ後に行なわれた報道陣向けの囲み取材にて、日本武道館公演を行なうことを聞かされた瞬間の様子を「“わー”というか……言葉が出なかった。（驚きだけでなく）いろんな“わー”でしたね」と、振り返ったさおりーぬ。現状では、日本武道館を埋めることに対して危機感や不安感も相当ある様子だ。
しかしSUPER☆GiRLSには、大きなチャンスもある。奇しくも「Music Ribbonキャンペーン」を通じて、彼女たちはこれから全国でイベントを開催。そこで一気に知名度と人気を獲得し、新規ファンを開拓できれば、「（2012年6月に開催され、SUPER☆GiRLSも参加した）＜第一回ゆび祭り～アイドル臨時総会～＞での光景が今でも忘れられなかった」という日本武道館のステージから見た景色を、今度は自分たちの手で再現することができるのだ。

NY area lawmakers: House GOP scraps vote Sandy aid
WASHINGTON (AP) — New York area-lawmakers in both parties erupted in anger late Tuesday night after learning the House Republican leadership decided to allow the current term of Congress to end without holding a vote on aid for victims of Superstorm Sandy.
Rep. Peter King, R-N.Y., said he was told by the office of Majority Leader Eric Cantor of Virginia that Speaker John Boehner of Ohio had decided to abandon a vote this session.
Cantor, who sets the House schedule, did not immediately comment. House Democratic Whip Steny Hoyer of Maryland told reporters that just before Tuesday evening's vote on "fiscal cliff" legislation, Cantor told him that he was "99.9 percent confident that this bill would be on the floor, and that's what he wanted."
A spokesman for Boehner, Michael Steel said, "The speaker is committed to getting this bill passed this month."
In remarks on the House floor, King called the decision "absolutely inexcusable, absolutely indefensible. We cannot just walk away from our responsibilities."
The Senate approved a $60.4 billion measure Friday to help with recovery from the October storm that devastated parts of New York, New Jersey and nearby states. The House Appropriations Committee has drafted a smaller, $27 billion measure, and a vote had been expected before Congress' term ends Thursday at noon.
More than $2 billion in federal funds has been spent so far on relief efforts for 11 states and the District of Columbia struck by the storm, one of the worst ever to hit the Northeast. The Federal Emergency Management Agency's disaster relief fund still has about $4.3 billion, enough to pay for recovery efforts into early spring, according to officials. The unspent FEMA money can only be used for emergency services, said Rep. Frank Pallone Jr., D-N.J.
New York, New Jersey, Connecticut, District of Columbia, West Virginia, Virginia, Maryland, New Hampshire, Delaware, Rhode Island, Pennsylvania and Massachusetts are receiving federal aid.
Sandy was blamed for at least 120 deaths and battered coastline areas from North Carolina to Maine. New York, New Jersey and Connecticut were the hardest hit states and suffered high winds, flooding and storm surges. The storm damaged or destroyed more than 72,000 homes and businesses in New Jersey. In New York, 305,000 housing units were damaged or destroyed and more than 265,000 businesses were affected.
"This is an absolute disgrace and the speaker should hang his head in shame," said Rep. Eliot Engel, D-N.Y.
"I'm here tonight saying to myself for the first time that I'm not proud of the decision my team has made," said Rep. Michael Grimm, R-N.Y. "It is the wrong decision, and I' m going to be respectful and ask that the speaker reconsider his decision. Because it's not about politics, it's about human lives."
"I truly feel betrayed this evening," said Rep. Nita Lowey, D-N.Y.
"We need to be there for all those in need now after Hurricane Sandy," said Rep. Gregory Meeks, D-N.Y.
The House Democratic leader, Rep. Nancy Pelosi of California, said she didn't know whether a decision has been made and added, "We cannot leave here doing nothing. That would be a disgrace."
President Barack Obama also urged House Republicans to vote on the Sandy package on Wednesday.

WASHINGTON (Reuters) - House Speaker John Boehner made a U-turn on Wednesday to clear the way for approval of $60 billion in Superstorm Sandy relief by mid-January after drawing withering fire from fellow Republicans, including New Jersey Governor Chris Christie, for canceling an earlier vote.
The Republican-controlled House of Representatives will now vote on Friday on a $9 billion down payment for storm-related aid to the National Flood Insurance program.
Boehner also assured New York and New Jersey lawmakers that the House will take a second vote on January 15 on the $51 billion remainder of the Sandy package.
"This procedure that was laid out is fully acceptable and fully satisfactory. It provides the full $60 billion that we require," said Representative Peter King, a high-ranking House Republican from Long Island, New York.
King had earlier condemned Boehner's adjournment of the House before the Sandy vote, telling CNN it was a "knife in the back." Sandy, the second-costliest storm in U.S. history, devastated the northeastern United States on October 29, with New York and New Jersey hardest hit.
Christie, seen as a potential Republican presidential candidate in 2016, said the vote's cancellation reflected the "toxic internal politics" of Republicans in the House.
"There is only one group to blame for the continued suffering of these innocent (storm) victims - the House majority and the speaker, John Boehner," Christie told a news conference in Trenton, New Jersey.
Christie tried to telephone Boehner four times after House Majority Leader Eric Cantor told him at 11:20 p.m. the vote was canceled. The speaker declined to take his calls, the governor said.
President Barack Obama also urged House Republicans to vote on the Sandy package on Wednesday.
In a joint statement issued on Wednesday afternoon, Boehner and House Majority Leader Eric Cantor said: "Getting critical aid to the victims of Hurricane Sandy should be the first priority in the new Congress, and that was reaffirmed today with members of the New York and New Jersey delegations."
NOT A GOOD TIME
Boehner had called off a vote on aid to victims of the storm after the House passed a budget deal that sidestepped stiff tax hikes and deep spending cuts.
But critics complained Boehner should have allowed the House to give final approval to a pending Senate-passed package before the current Congress officially came to an end on Thursday.
Explaining the adjournment without a vote, a Boehner aide said it "was not a good time" to vote on $60 billion in relief spending as Congress dealt with the broad tax measure, which had few spending cuts.
Many Republicans complained the Sandy aid bill was loaded with spending on projects unrelated to storm damage or long-term infrastructure improvements.
Among expenditures criticized were $150 million to rebuild fisheries, including those in the Gulf Coast and Alaska, and $2 million to repair roof damage that pre-dates the storm on Smithsonian Institution buildings in Washington.
Before Boehner pulled the plug on the Sandy vote, Republicans had planned to split the measure into two parts to accommodate party demands for a smaller bill. This would have included $27 billion for immediate needs and $33 billion for longer-term projects.
In a joint statement, Governors Andrew Cuomo of New York, a Democrat, and Christie called the House's failure a "dereliction of duty."

Deadly Ala. plane crash may have been teen joyride
JASPER, Ala. (AP) — Investigators believe a small plane that crashed in the Alabama woods was taken without permission for a joyride by a student pilot and two other teenagers who died in the wreck Tuesday night.
Walker County sheriff's Chief Deputy James Painter said Wednesday authorities are still investigating but believe the three teenagers took off in the plane before it went down in a wooded area near Jasper, northwest of Birmingham.
"We don't know for sure but we think it was some teenagers who stole the plane and were sort of joyriding it," Painter told The Associated Press. "They got it in and took off and didn't go very far."
Federal Aviation Administration spokeswoman Kathleen Bergen said the Piper PA 30 crashed less than a mile from the Walker County Airport in Jasper.
The names of the three occupants of the plane haven't been released.
"I think they were just looking for a thrill and they had their last one," Painter said.
The plane had departed from the small airport around 10:30 p.m. in overcast skies and a low cloud ceiling, airport manager Edwin Banks said.
"It was a student pilot flying an airplane without permission, an airplane that he was not qualified to fly at night," Banks said. He declined to name the student before authorities release the identities.
The teenage pilot had flown a single-engine airplane in the past "and he got in a double-engine at night in bad weather with a couple of his buddies," Banks said.
The Piper PA 30 is also called a Piper Twin Comanche. It is a low-wing plane with two propellers and can seat four to six, depending on the model.
The planes were built from 1963 until 1972, and were popular with flight schools because of their fuel efficiency and relatively inexpensive price tags, according to the International Comanche Society, an enthusiasts' group.

Secretary of State Hillary Rodham Clinton has been released from a New York hospital after being treated for a blood clot, the State Department announced on Wednesday.
"Her medical team advised her that she is making good progress on all fronts, and they are confident she will make a full recovery," State Department spokesman Philippe Reines said in a statement. A date has not been set for her to return to work.
Clinton was admitted to the hospital on Sunday for treatment of a blood clot related to a concussion she suffered after fainting in December. Her doctors said the clot was located "in the space between the brain and the skull behind the right ear," and she was treated with blood thinners.
Clinton is expected to step down as secretary of state this month. President Barack Obama has named Massachusetts Sen. John Kerry to succeed her.

US budget deal sends markets surging, but unresolved questions lurk on deficit & spending cuts
NEW YORK, N.Y. - The "fiscal cliff" compromise, even with all its chaos, controversy and unresolved questions, was enough to ignite the stock market on Wednesday, the first trading day of the new year.
The Dow Jones industrial average careened more than 300 points higher, its biggest gain since December 2011. It's now just 5 per cent below its record high close reached in October 2007. The Russell 2000, an index that tracks smaller companies, shot up to the highest close in its history.
The reverie multiplied across the globe, with stock indexes throughout Europe and Asia leaping higher. A leading British index, the FTSE 100, closed above 6,000 for the first time since July 2011.
In the U.S., the rally was extraordinarily broad. For every stock that fell on the New York Stock Exchange, roughly 10 rose. Technology stocks rose the most. U.S. government bond prices fell sharply as investors pulled money out of safe-harbour investments. And the VIX, an index that measures investors' expectations of future market volatility, plunged more than 18 per cent to 14.68, the lowest close since October.
The Dow enjoyed big gains throughout the day, up by more than 200 points within minutes of the opening bell. It swelled even bigger in the final half hour of trading, and closed up 2.4 per cent to 13,412.55.
The Standard & Poor's 500 jumped 36.23, or 2.5 per cent, to 1,462.42. The Nasdaq rose 92.75, or 3.1 per cent, to 3,112.26.
The very last week of each year and the first two days of the new year usually average out to a gain for U.S. stocks. But this year stood out. From 2008 to 2012, the Dow rose an average of 93 points on the first trading day of the year, less than a third of Wednesday's gain of 308.41. During that period the Dow fell on the first trading day of the year only once, in 2008.
Despite the euphoria, many investors remained cautious. The deal that politicians hammered out merely postpones the country's budget reckoning, they said, rather than averting it.
"Washington negotiations remind me of the Beach Boys song, 'We'll have fun, fun, fun 'til her daddy takes the T-Bird (a kind of wine) away," Jack Ablin, chief investment officer of BMO Private Bank in Chicago, wrote in a note to clients.
"Nothing got solved," added T. Doug Dale, chief investment officer for Security Ballew Wealth Management in Jackson, Mississippi.
According to these and other market watchers, investors were celebrating Wednesday not because they love the budget deal that was cobbled together, but because they were grateful there was any deal at all.
"Most people think that no deal would have been worse than a bad deal," said Mark Lehmann, president of JMP Securities in San Francisco.
The House passed the budget bill late Tuesday night, a contentious exercise because many Republicans had wanted a deal that did more to cut government spending. The Senate had already approved the bill.
The late-night haggling was a product of lawmakers wanting to avert a sweeping set of government spending cuts and tax increases that kicked in Tuesday, the start of the new year, because there was no budget deal ready. The scenario came to be known as the fiscal cliff, because of the threat it posed to the fragile U.S. economic recovery.
The bill passed Tuesday night ended the stalemate for now, but it leaves many questions unanswered.
The deal doesn't include any significant deficit-cutting agreement, meaning the country still doesn't have a long-term plan or even an agreement in principle on how to rein in spending. Big cuts to defence and domestic programs, which were slated to kick in with the new year, weren't worked out but instead were just delayed for two months. And the U.S. is still bumping up against its borrowing limit, or "debt ceiling."
"There's definitely another drama coming down the road," said Lehmann. "That's the March cliff."
The political bickering that's almost certain to persist could have another unwelcome effect: influencing ratings agencies to cut the U.S. government's credit score. That happened before, when Standard & Poor's cut its rating on U.S. government debt in August 2011, and the stock market plunged.
Even so, Wednesday's performance gave no hint of the dark clouds on the horizon.
The yield on the 10-year Treasury note rose sharply, to 1.84 per cent from 1.75 per cent. Prices for oil and key metals were up. The price of copper, which can be a gauge of how investors feel about manufacturing, rose 2.3 per cent.
The gains persisted despite small reminders that there are still serious problems punctuating the world economy, like middling growth in the U.S. and the still-unsolved European debt crisis. The government reported that U.S. builders spent less on construction projects in November, the first decline in eight months. And the president of debt-wracked Cyprus said he'd refuse to sell government-owned companies, a provision that the country's bailout deal says it must at least consider.
Among stocks making big moves, Zipcar shot up 48 per cent, rising $3.94 to $12.18, after the company said it would sell itself to Avis. Avis rose 95 cents to $20.77, or 5 per cent.
Marriott rose 4 per cent, up $1.52 to $38.79, after SunTrust analysts upgraded the stock to "buy." Headphone maker Skullcandy dropped 13 per cent, losing 99 cents to $6.80, after Jefferies analysts downgraded it to "underperform."

76-year-old man trapped hunting for lottery ticket
AMSTERDAM (AP) — What are the odds?
A 76-year-old man trapped himself in an underground waste paper container in Amsterdam after he clambered in to hunt for a lottery ticket.
Police said in a statement the elderly man managed to open the container and climb in Thursday because he feared he had tossed out a lottery ticket along with other used paper.
Passers-by heard him calling for help and alerted the police who freed him with the help of firefighters.
The bad news? The man didn't find his lottery ticket.
He did not elaborate and was not available for comment.
Nominee to be Libyan foreign minister turns down the job
TRIPOLI (Reuters) - The man proposed as Libya's foreign minister has rejected the post despite being cleared by an Integrity Commission which was asked to examine his ties to deposed leader Muammar Gaddafi.
Ali Aujali, Libya's former ambassador to the United States was among eight of the 27 ministers nominated by Prime Minister Ali Zeidan who were referred to the commission, which studies the backgrounds of public officials, after protests outside congress over the makeup of his cabinet.
Congress elected Zeidan prime minister in October after his predecessor lost a confidence vote over his choice of ministers - highlighting the fractious politics in a country previously run with an eccentric system of personal rule.
The eight ministers were invited to appeal their cases, and Aujali won his, according to a statement on the Facebook page of the Integrity Commission.
But in a letter of resignation to the head of parliament obtained by Reuters on Wednesday, Aujali simply said he did not want to take up the position of foreign minister even though he was now cleared to do so.
"It is an honor to be appointed to this position, but for objective and personal reasons, I have informed the prime minister that I must turn down this position at this time," the letter, dated December 30, read.
He did not elaborate and was not available for comment.
Aujali was Libya's ambassador to the United States during the war that toppled Gaddafi in August 2011. A telegram presented to the commission as part of his appeal showed he had defected on March 22, a month after the uprising began.

Turkey's ex-military chief testifies on coup role
ANKARA, Turkey (AP) — Turkey's former military chief testified in court Thursday about his role in ousting an Islamic-led government in the 1990s, as Turkey pressed to confront its past and make generals account for their decades of intervention in government affairs.
Police escorted retired Gen. Ismail Hakki Karadayi, 80, from his Istanbul residence to the capital, Ankara, to testify before the prosecutor who is leading an investigation into a 1997 military campaign that forced former Prime Minister Necmettin Erbakan to resign.
Several other officers have already been charged in Erbakan's ouster, which has since been dubbed Turkey's "post-modern coup" because unlike previous coups, the military did not grab power through the use of tanks and soldiers and the government was replaced by another coalition.
Turkey's military, which has seen its duty as protecting the country's secular traditions, had previously staged three other coups. Prime Minister Recep Tayyip Erdogan — whose ruling party splintered from Erbakan's now-shuttered Welfare Party and came to power in 2002 — has curbed the power of the generals and vowed to bury the military's influence in politics for good.
"As Turkey is normalizing and advancing toward a stronger democracy, one cannot expect it not to force (the perpetrators) of undemocratic and unlawful acts to account for their actions," said Mehmet Ali Sahin, the deputy head of Erdogan's Justice and Democracy Party.
The two ailing leaders of the country's 1980 military are already on trial for the takeover that stopped deadly fighting between political extremists but also led to a wave of executions and torture.
In September, a court in Istanbul convicted nearly 330 army officers, including the former air force and navy chiefs, of plotting to bring down Erdogan's government in 2003 and sentenced some to 20 years in prison. The case, however, has been marred by procedural flaws and long pre-trial detention periods. All of the defendants are appealing the verdict.
Hundreds of other people are on trial separately charged with conspiring against the government.
Turkey's main secular opposition party insists the defendants are not getting a fair trial and dozens of supporters gathered outside the courthouse Thursday in support of Karadayi. Lawmaker Aylin Nazliaka said Erdogan's government was using the judiciary "as if it is seeking revenge" against the military.
Karadayi's questioning followed testimony by some of the former officers charged in Erbakan's ouster, who claimed they had acted within the military's chain of command, according to the state-run Anadolu news agency.
Karadayi served as the chief of the military staff from 1994 to 1998, when the military pressured Erbakan to resign over his alleged attempts to raise the profile of Islam in the predominantly Muslim but secular country, including attempts to allow civil servants to wear Islamic-style clothing and to change work hours to suit religious fasting.
On Feb. 28, 1997, the military-dominated National Security Council threatened action if Erbakan did not back down. He resigned four months later.
